These are critical but equally of value is. Most of the money allocated for these things is not reached because there is not basic understanding of the rule of law. People have accepted that law is not equal for everyone. Assistance to help, implement existing laws, help build up legal justice systems. To end abuse by police, and hold people engage in violence accountable to the law. Some say that development assistance is even more important in an era of globalization. Four aspects of globalization: institutional change: states and nonstate actors, political globalization: integration, democracy, transparency, economic globalization: institutions, capital , trade, social globalization: national identities, global communities, institutional change. Globalization -- social change stemming from deeper connection across countries. Political: institutions and political identity shift to international level.
