This comes from people"s anger about the fact that the government was not run on their behalf. Non democracy: state leaders are not accountable to the public through free and fair elections two varieties: Authoritarianism: a political system in which power is concentrated. , and the rulers of the state are not accountable to the public. Totalitarianism: an authoritarian system in which state leaders also seek to control every aspect of society. In china there are two organizational charts worth contemplating -- Central committee politburo general secretary. The president and the general secretary are, therefore, the same person. Actual power is held by the communist party.
