They didn"t have the capacity to do it. This is the more general term for what drove anti-chinese sentiment at the time. Seen as criminals/immoral >shouldn"t be incorporated into the political body. Yes we"ll give you equality but we still want "separate but equal" Focuses on all the illegal ways that they are immigrating to the us. If chinese born in america are naturalized citizens.
