Basic idea of nclb is all students should be pro cient by 2014. To receive federal funding schools must comply with this new law. Sanctions for failure to make ayp: rise of charter schools during this time, new title 1 school funding. Took away instruction time from other subjects not math and reading. Every state has the same standards for each grade level: obama did not create common core he is just a supporter, created by governors and state education commissioners. Schools maintain the gaps they don"t try to improve them: most important factor affecting school performance is family income and background, has larger impact than teachers and schools. Early childhood is when the brain is most receptive to learning things.
