Police are barometers (ways of measuring society) of society in which they operate. 1840s - early 1900s: political era: policing the powerless. The role of the police has been shaped by how institutions, norms, and attitudes have dealt with racial minorities. American police derived authority and resources from local political leaders. Police could be expected to be extremely sensitive to community concerns -- or lose their jobs if not. Point - you couldn"t have political power or standing during this period so blacks had very little role during this period of the political machine, because they had very little votes.
