Investigative and patrol: local (sheriffs dept. , pd, most common in urban, rural, unincorporated, heavy on patrol, private (guards, airport security, for profit contracts, rapidly growing industry, mix on complicated jurisdictions. Policing as a public issue is recent, in response to riots and anger - reports looking at police community relations. Cyclical reactions beginning in the 50"s ending in reforms that are more or less implemented effectively. If something is happened with the apple, look at the trees, ground, etc. We are supposed to have a distinct view and clear line of the military (protect against enemies) and the police (protect citizens) Use of military in these communities; task is to find the root of problem; proposed solutions. Mlk, kennedy assassinated causing riots due to larger frustrations of inequality.
