For decades and decades in our country, we were pretty constant in incarceration rates. Our propensity to lock up people has increased since 1980: california is 1/10 population of the us and can often drive the national average. Realignment and prop 47 reductions in prison populations. States with highest incarceration rates are in the south. Louisiana, mississippi, alabama, texas, and oklahoma have the highest us rates. Southern states have long sentences: they have large populations because the sentences are long. More african-americans in the south: over-representation particularly in southern prisons.
