Middle of 8th century unification of attica was well-advanced. A total of 9 archons elected annually. By the time of solon this council was composed of ex-archons. Council had legal and advisory duties and exercised nomophobia (guardianship of the laws) Have the power of how the law should be followed. 7th and 6th century athens experienced serious political and social upheaval. Lower and middle classes wanted more power. Many of the lower classes were in debt; some had been sold abroad as slaves. Draconian : defined as a punishment that is too hard/excess. Need to import a lot of their food because athen"s land is really poor. Right to seek redress on behalf of an injured party. Right of appeal to various courts regarding verdict of archons. Passed laws about sex and marriage so more stable household. Household demonstrate citizenship so it"s important to have a stable household.
