Jus ad bellum - justification for entering into war. Leaders need to have correct intentions, desiring end to abuses. Need to have exhausted all other possibilities first before resorting to war. Forces must be removed rapidly after objectives have been secured. (1) acting in self-defense (un charter art 51) Questionable whether without either of these, can one enter for humanitarian intervention reasons legally. Jus in bello - just acts in war. Human suffering should be avoided at all costs. Particularly heinous weapons should not be used. Un charter"s general prohibition on war says prohibition of threat or use of force . Un charter self-defense clause allows for force when an armed attack occurs . Instrumental-based approach - cyber warfare is not a weapon, so self-defense is not warranted (only conventional weapons warrant self-defense). Target-based approach - if target attacked was important, self- defense is warranted. Effects-based approach - if attacks have grave impacts, self- defense is warranted.
