Voter participation rates have been grossly underestimated and in fact have remained mildly the same. Incorrect voter participation rates lead to incorrect hypothesis. Vap voting age population, votes cast over total voting age population. Numerator: there is no uniform reporting requirement across the states, numbers nor reported to a centralized source so those are sometimes eventually lost, thus the data is lost. Counting the number of ballots cast is complicated because some states only count the ballots that vote for presidents, some don"t count if they don"t have any federal signi cance. Votes still count in the election but they are not reported in the overall voting number. Easier to desegregate in states that use electronic reporting methods. Includes non-citizens, convicted felons, and prison inmates who are not allowed to vote. People who are mentally incapacitated are also unable to vote. The us census provides the vap denominator, government mandates that the government must complete a census every 10 years.
