Federalist 10: faction (20) is a number of citizens who are united and actuated by some common impulse of passion . The tendency is to try to break or control the violence of faction because the public good is disregarded (19) or certain people are not heard. 2 ways to break factions: removing causes and controlling effects. Removing causes is bad because it removes liberty and because it would require everyone to have the same opinions and differences exist because humans are fallible, getting rid of causes would remove human nature. Principle task of modern legislation is to regulate the various and interfering interests (21) If they can"t get rid of the factions then they have to regulate them. When one person is above the system than everyone is living in the state of nature, the system must be stronger than its people. The constitution creates a republican form of government (22)
