Johnson working with democratic and republican leadership of house and senate to get this passed to make this bill not go to standing committee in senate. Needs 51 votes in senate for bill to pass. Convince enough people to vote for cloture during filibuster. Fdr and johnson made it so they were successful legislators rules and technicalities of congress.
