Tried to deal, country signed agreement that everyone would go back to their own companies and try to regulate distribution of drugs in their own countries - Used committment in haeg treaty to press for american law to control. Did not ban the use of presence of drugs. Was a tax act to prevent use by making it economically disadvantageous. Banned use of opiates as a whole class, especially cocaine - except with a doctor"s prescription. Doctor would use this as part of a treatment program. In 1920s that this act was further restricted - even doctors no longer allowed to prescribe drugs for addicts unless they are in rehab. Sole autonomous bureau charged with enforcing narcotics legislation in 1930. Bureaucrat - wanted to protect his agency, keep budget going. Felt this was a disgusting subject - astounded that anyone important would care.
