Deals with cleaning up past disposal of hazardous waste. Wants to clean up immediately, hold polluters responsible with strict liability (liability without fault), and prevent pollution in the first place. Authorizes epa to identify and clean up hazardous waste disposal sites until responsible party can be located. Initially pay comes from a tax on oil and chemical companies and that has expired and now taxpayers pay for it. Liability for clean up then passed on to responsible parties. Its good because those are the companies that generally make the problem but bad because they may not be directly related.
