Requires president to submit an annual federal government budget to congress for consideration. Requiring president to annual report on the state of the economy. Also conservative presidents took steps to intervene (ex: reagan, bush) Constitutional doctrine that proposes that the executive branch is under the direct control of the president, who has all authority necessary to control the actions of federal bureaucracy personnel and units without interference from the other federal branches. Required by the law to be published in the federal register. Must cite the authority the president has to issue it. Often organizational, used to create new executive branch committees, process of lines of responsibility. May be published or not- depending on the subject. Used to delegate tasks and reports assigned by congress or the president, start a regulatory process, or direct a specific department or agency to do something.
