The use of personal decision making and choice in carrying out operations in the cj system. Whether or not to give you a ticket for example. Brutality = abusive language, excessive force, harassing searches, etc. Only a small proportion of officers are continually involved in problem behavior (problem police officers) The abuse of police authority for personal or organizational gain. Drug testing polices focus on combating drug use by officers. Use of physical restraint by an officer when dealing with a member of the public. Force is excessive when, considering all the circumstances known to the officer at the time s/he acted, the force used was unreasonable. Can range from the use of handcuffs and suspect compliance techniques to rubber bullets and stun guns.
