Neustadt - presidential power and the modern presidents. Saying that informal power is one of the key powers of executives. Presidential power is the power to persuade. There is a growing trend for presidents to take the issue to the public instead of legislature. This can be an effective tactic in the short-run. The president is now set in their position. La governor : kathleen babineaux blanco - people loved at first. Ms governor : haley barbour - people hated at first but bc of hurricane. There"s higher turnover relative to the president. Formal powers vary by state and year. Appointment power - no need for senate approval bc he the governor. Certain states allow life time governors (jerry brown 13 years, terry gradstein?) 8 out of 12 years for example. To override a veto they need the supermajority. Pocket - can just not do anything about it.
