Have ability to move money within program. Block grants allow states the flexibility to choose where not to spend the money. Government provides only 12% of primary and secondary education and most of that goes to the food programs aimed at students with low incomes so they can have the nutrition to pay attention. Federal role limited to research, center of disease control. Age of medicare: providing medical services to 65+
