Lecture 2: takes business-like approach to politics, role of government limited to basic services to keep market place functioning, limited to professionals. Masses expanded out to professionals: political parties are useful. Loyalty important (having relationship important), ideology is not. Moralistic (participatory: shaped by new englanders, governments primary responsibility is to promote public welfare. Individual self-development is enhanced when you participate in system. Pursuit of the common good: politics seen as obligation, political parties somewhat useful.
