Mayors and city managers are both political creatures but have different agendas. Large varies of powers for the mayor that differ by cities. The broadest form of mayors: strong and weak. Type of mayors depend on the charter or organization of the city. Strong mayor in general have more institutional strength. Weak mayor weak formal authority, weak institutional power. In texas houston is the only large city with a strong mayor government. Most strong mayor systems are mirrored as the president and congress. Can veto legislation, veto can be overridden by a super majority. Some but few strong mayors have line item veto. Strong mayor gets to appoint people to positions. Weak mayors are like prime ministers in parliamentary system. Usually is a part of the city council.
