Black and mexican schools faced bad conditions: 1 room buildings and poor facilities, teachers paid less, inadequate financing. Sports events, restaurants, hotels: gerrymandering of districts. Neighborhoods drawn to either include or exclude black or mexican neighborhoods: poll tax.
