Mechanic liens takes priority over all other liens except taxes, special assessment, trust deeds prior to "start of work: determining start time for mechanic"s liens. Important determination = date work started on property Scheme of improvement - mechanic liens dates back to beginning of work on project: notice of completion and notice of cessation (limits time to file) Notice of completeion should be recorded by owner within 10 days of completion: limits contractor to 60 days to file claim, 30 days for subcontractors. Filing time = 30 days subcontractor, 60 days = general contractor, 90 days = all parties, if no notice of completion is filed: notice of non-responsibility (must be recorded and posted) Owner has 10 days to file notice of non-responsibility after discovering unauthorized person is performing construction.
