Unprovoked flight from law enforcement establishes reasonable suspicion. (believes supreme court may change their mind on) enough to detain someone for a reasonable time. 20 minutes is too long when based on merely reasonable suspicion. Can"t just stop a car for no reason so ever. Can stop you for a specific traffic violation only, or suspicion of a specific criminal act. Informational checkpoints are ok. can"t set up a road block looking for general criminal activity. Can set up a checkpoint to check for license and registration (they are doing this for traffic safety). They cannot use this checkpoint in hopes of finding illegal activity. When a car is legitimately stopped for a traffic offense law enforcement can order the driver and or passenger out of the car. Can bring in drug dogs at that point if they want to.
