Why incarceration does not work?
- Return to same environment
- Probability of arrest per offense is low
- Risk v. reward may be based on this probability
- Severity of sanctions doesn’t equal severity of the offense
- Offenders are not always rational
- General Deterrence may work only for law-abiding citizens
- Treatment by the police and the court system (seeing the criminal justice system as legitimate)
