Line between foreign and domestic policy is becoming increasingly blurred. Aspirations and goals of sovereign entities in the international arena. Perceived needs and desires of one sovereign state in relation to other sovereign states. Adopt policies which leaders believe will advance the wellbeing of their system. World order; maintaining international political/economic system so nations can feel secure so citizens and commerce can operate beyond its borders. Ideological; protection/furtherance of values people of the nation believe to be universally positive. Focus on preserving their power by maintaining a high profile in world affairs.
