Police departments do not monitor white collar crime. Most wc crime & corporate crime are supposed to be counted, monitored & punished by gov regulatory bodies (ie fda, sec, osha, nrc, fdic, etc) Congress can decide whether or not to fund them (even if the bodies want to monitor corporations, they cannot since no money: understaffed same as money; done on purpose so as to be controlled by congress ultimately. Because street crime is counted by 3 major methods including ucr vs white collar crime is uncounted/undercounted (no ucr of wcc) Causes public to define crime as whatever ucr counts (ie street crime) Suggests street crimes are more serious than wc. Doesn"t regard wc as a serious issue, when it is a big problem as well. Justifies the existence and expansion of police departments, prisons, and courts. Present in 90s where more police were hired to get rid of sc .
