When the president goes around congress, how are his/her actions vulnerable to challenge: by taking on the power himself, he makes himself vulnerable to political pressure. It might become so intense that he might have to change his course: bureaucrats resist policy changes initiated by political appointees. If the legislature passes a bill and the chief executive signs it, this bill becomes a new law called a statute.
