Public employee acting under state law while in official capacity: lawsuits not done much for preventing future misconduct. Special investigations: use outside private investigators, advantages. Bring together wide group of individuals: scholars or practitioners, experts in field, address past issues and look to future to prevent issues from coming up, disadvantages.
