Addresses current issues about recruitment and selections of police personnel and changes that have occurred since. First fifty years of policing: emerged in 1840s and 18050s political era of policing, no recruitment efforts or pre-selection processes. Entrance to pd was for political or monetary reasons: no background checks or minimum standards for health, physical conditions, education, intelligence, eyesight or moral character. Reforming the police r & s as a first step: early 1900s were successful in efforts to professionalize police. Small groups of police chiefs were developed and implemented per office: reform era of policing police chiefs took steps to professionalize police and separate them from political influence. August vollmer, chief of berkeley california pd considered father of this movement: movement included range of issues such as setting minimum standards for health, education, intelligence, and moral character. Policing paid better than other blue collar jobs.
