Halo effect: just because a person has one good attribute, people think they are overall a great person. Not always true might dress well, but are a total ass. Unclear police mandate: clear mandate clear outline of what the job and responsibilities entail, police mandate is hodgepodge of necessary duties gathered over time. Complex because of flexibility and availability have more duties and services because others cannot do them and over time, people expected more from them. Responsibilities sometimes make job hard because people expect too much and their expected actions come into conflict: crime level is not adequate in measuring performance level. Measures of police performance: should only focus on crime and delegate other issues to other agencies. Then creates issue of cost of delegation: sir robert peel founding principle of police performance. Us police model was different from london police model though.
