You are free-riding on the sacrifices and burdens of other people. This fits well with government because you can look at government just like that organized scheme within the principle of fairness. If the principle of fairness holds true, then it would be unfair for us to receive any benefits from our governmental system without doing our parts. This argument doesn"t require the existence of some kind of voluntary consent. The fairness argument works whether or not we agree to obey the law. Your neighborhood does a broadcast over a pa every day and each neighbor sacrifices one day to manage the system. While you may enjoy it sometimes, there is nothing to actually obligate you to complete your turn in running the system if you do not agree. The magnitude of the benefits and the sacrifices are much different. Entertainment seems like a luxury while governmental benefits seem almost necessary. Nozik makes distinctions between where the voluntariness is acquired.
