Solar noon- when the sun is the highest in the sky. Time zone is based on solar noon at specific longitudes central time: 90 degrees west; lubbock: 102 degrees west (late sunrise and sunset). Sun angle varies with latitude and varies over the day. Takes one year to go around the sun.
