Document Summary

When the economy is experiencing a recession, a bba will makes fluctuations in the business cycle even bigger. Tax revenue will decrease and government expenditures will increase for items such as welfare, food stamps, unemployment, etc. As a result, a deficit occurs (in violation of bba!) Thus, we must either increase taxes or decrease government spending, or both. An increase in taxes will reduce disposable income and consumption spending and will make the recession even worse. A decrease in government spending will reduce disposable income and consumption spending and will make the recession even worse. Trying to achieve a balanced budget during a recession will tend to make the recession even worse. The argument in favor of a balanced budget amendment. A bba forces the government to restrain its spending because spending would not be allowed to exceed tax revenue. A bba presumably will result in a smaller government presence in the economy.
