To those critics who wondered if the measure could be enforced if the price rose, he replied that the government would have allies this time; if, as was supposed, 50,000 publicans took licenses to sell spirits, "there will also be 50,000 informers against unlawful traders" In any case, the public would no longer side with the dealers of illegal liquor because alcohol will now be legally available.
