Medicaid now covers 1 in 5 americans (2017) 63% paid by the federal government and 37% by states. Eligibility criteria: low-income children, pregnant women, low-income childless adults (aca expansion), and low-income disabled. Jointly financed by federal and state governments. Federal matching rate of between 50 and 80% depending on state per capita income. Federal government sets minimum requirements for eligibility and benefits and states administer program. Tremendous variation across states regarding eligibility, benefits, and provider payment. Tests of 2 very different approaches for how the government can provide assistance with medicare costs. Target: children < 19 years of age who are uninsured and ineligible for medicaid. Like medicaid, schip is jointly financed by the federal and state governments.
