Defendant will have to go to court to unfreeze account: freeze their bank account: don"t serve bank w/ judgment, need to have, garnishment: don"t go to employer, marshal or sheriff does it & 20 yrs so when they do, they can be seized then. Can be a panel of arbitrators: q: is the decision binding, a: it depends on whether it was mandatory (loser can always go to court) or voluntary (decision is binding).
