If there will be a european war it will start here. Goal was to keep peace in the balkans. If germany starts building up its navy it will provoke britain. William the i: got along well with bismarck, really admires bismarck, when bismarck dies he will have a headstone that says loyal servant of. These things lead to the forced resignation. Going to want a very large navy.
