Document Summary

A president leads the country the way a ceo leads a business: as ceo of the united states, the president. Decides which issues and problems should be addressed (agenda setter) Budgeting: the budget and accounting act (1921) requires the president to formulate a budget and submit it to congress for review and approval, this process typically begins 18 months before the fiscal year. The president solicits budget requests from federal agencies. The office of management and budget (omb) reviews the requests. The president uses the omb"s proposals to prepare his executive budget. Congress reviews the budget for 9 months. Allocations are made by october 1 for the fiscal year: the final congressional budget may barely resemble the president"s initial budget. Setting the legislative agenda: the president has some influence on the initial legislative agenda, at the end of the legislative process, the final agenda may not resemble the president"s original one.
