The british were unable to isolate new england as planned. They try to turned to the loyal south, however the south was very unreliable. The surrender at york town occurred on october 19, 1781. Nation building was a lot harder than fighting a war. In 1777 the articles of confederation was formed: it was very weak, there was no power to tax, no executive power, almost ineffective. Each state would form its own constitution and most were modeled after the colonial government. The states" constitutions had some radical elements such as: they required ratification, they were only changed by popular vote, written documents, they included a bill of rights.
