Separation of powers between the president and congress also separates national interests represented by the president from local interests represented in congress. Civil liberties: constitutional and legal protections against government infringement on a host of personal freedoms, most of which are mentioned in the bill of rights. In 1948-9, some kids were required to salute the ag in school. West virginia got angry and fought about it. While the bill of rights protected the people from the national government it did not protect people from state governments. Due process clause of the fourteenth amendment provides for application of most of the constitutional protections of civil liberties upon state governments (incorporation or selective incorporation). For the most part, the bill of rights applies everywhere.
