Social policies actually worked, so new classes of educated urban citizens and worker classes created; both had new demands and aspirations that were not being fulfilled by the state. The above generated new ideologies which conflicted with the state. Why did the islamic revolution happen: ultimately, it was a surprise. The shah was supported by the us, was very wealthy, well-armed, produced high economic growth. Thought any opposition would be secular (not an islamic cleric) The state structure itself is weak (herb, shambayati pieces support this) These differences occur because iran is a rentier state and turkey is not.
