1780, acting continental congress unable to provide for army. Colonies used to tax themselves---then the british taxed them. Trade ban on britain until reinstatement of home rule. Act as a national govt to help in war. Any state has extreme veto power and limits what can be done. Due to lack of trust in central gov. Many states free rode and were afraid of other free riding states. States were separate from nation in terms of deals. Based on population, lower branch appoints upper branch. Hastily drawn up in response to va plan. Article 2: the president, did not want an authoritarian president. Worry of each state puts up own candidate. Article 1, section 9 congress can"t limit importation of slaves until 1808. Article iv, section 2 free states must return fugitive slaves. Compromise: give up something, logroll: both benefit and don"t lose any. Not losing any as long as they still get what they want.
