The washington conference of 1921 was one of the conferences that tried to stop future wars from happening. Secretary of state"s charles evans hughes tried to negotiate treaties and he was the man who decided on a plan to reduce the fleet of japan, britain, and the united states. The plan also made the three countries from building large ships for ten years. The conference went pretty well and hughes said to take away 2 million tons of ships. There were other measures that were taken in place to restrict the navy of countries. The five-power pact established a ratio of how many ships a country can have. For example, if the united states had 5 tons of ships than japan would have 3 tons of ships. Washington conference of 1921 which were the nine-power pact and the four-power pact. Nine-power pact allowed the open door policy in china and the four-power pact promised.
