Interstate compacts- written agreements between two or more states/national/foreign gov"ts. Lawsuits- suits among 2+ states are heard in supreme court. U. s. needed strong central gov"t, but people feared it"d get too powerful. States" rights position- any doubt whether power should be given to national gov"t or states should be given to states b/c national gov"t is an agent of the states. Nationalist position- constitution is not merely a compact among the states- not subordinate to the states because it was the people, not the states, who created it. Reserved powers of states shouldn"t limit how national gov"t uses its powers. National gov"t has been growing and expanding over time at expense of states.
