Laid intellectual groundwork for american and french revolutions. Distinguishes the leader of a commonwealth from other kinds of leaders. Each individual is free to obey his or her own will and free from the arbitrary will of others. Individuals are equal and power and jurisdiction are reciprocal. Human beings have an obligation to treat each other as they want to be treated.
