○ Someone who instigates the def. of human trafficking

● Trafficking has relatively more female offenders (people first victims, but end up being
offenders)

● Offenders citizenship
○ 75% citizens of country of conviction
○ 14% foreigners from region of country of conviction
○ 11% foreigners from other places
● Methods
○ Need more estimates on who offenders are
○ Want to find most central person of trafficking operation
● Being a head player in a trafficking operation doesn’t necessarily mean a longer
sentence
