King or his aristocrats had to rule over their people directly: held court, collected fines, got in peoples" faces, etc, most medieval kings died young. King/his warriors prayed to the major gods. Reflected more the structure of german society: obliteration versus accommodation. Church needed a away to contact people with media and personnel to administer to people.
