The human costs of unemployment alone should justify making a low level of unemployment an important priority for public policy. There is an economic cost, too, through lost production. Unemployed- currently without a job, available to work, and actively looking for a job in the past 4 weeks. Out of the labor force- without a job, but unavailable to work or no actively looking for work. Unemployment rate =# of unemployed/ total labor force. Total labor force = # of employed + # of unemployed. Some of the unemployed may be in the upper right portion of supply, however, they are not willing to work at the prevailing wage, meaning they aren"t truly unemployed. Unwritten agreement that employers won"t cut wages in bad times and employees won"t expect huge wage increases in good times. The productivity of workers, individually or as a group, increases as wages increases. Employers don"t want to spend time and money trainings new employees.
