Liu shanqi: was supposed to be mao"s successor but was denounced during cultural revolution. Mao still remained the spiritual leader of china and retained the support of the people. Returned after 5 years of meditation and disagreed greatly with the reforms that had been implemented. Encouraged outing of counterrevolutionary leaders and mobilized the youth to seek out/purge the country of dissidents. +youth had lots of power because chinese baby boom made the generation disproportionally large.
