Totalitarian state feeds off of people"s desperation during great depression. Hitler believed it was his duty to restore germany glory and greatness. By june 1940, the only ally left fighting hitler is great britain. Us has yet to be bombed, attacked, or threatened. Dealing with the depression, can"t afford to go to war. But fdr sees the benefits of war economically, wwii is what really ended the great depression. Wwi set the tone for isolationism, did not want to get involved with foreign problems. Investigation committee said business men/govt officials pushed us into. By 1940 it"s becoming more obvious that war was coming to us. Given to countries whose protection and defense is deemed consort with the protection and defense of the us. Is vague as to not upset any nation. Ends up all going to the allies.
